An investigation done by the Office of Professional Responsibility and the Department of Justice Inspector General found Department of Justice staff guilty of breaching civil service laws when hiring. The Department brought ideological and political preference into the arena.

Attorney General Mukasey told the American Bar Association the Justice Department still exhibits professionalism despite the findings. There are many critical of Mukasey as he has failed to call a criminal investigation. He told the American Bar Association, “not every wrong, or even every violation of the law, is a crime.”
